The Carter Quail Ranch at Deep Creek Preserve advances recreation-focused master planning in support of land management updates for Volusia County. Castle Bay was engaged to develop a Recreation Optimization Plan for the Preserve’s Leffler, Kemcho, and Carter Quail Ranch tracts, building upon the existing General Management Plan to enhance public access, ecological education, and overall user experience. The effort strategically identifies opportunities for trail improvements, interpretive elements, educational pavilions, and programming initiatives that highlight stewardship practices such as prescribed burning and native habitat management.
In parallel, Castle Bay prepared a comprehensive Recreation Master Plan for the Carter Quail Ranch tract, evaluating opportunities and constraints to thoughtfully introduce public recreation while preserving the site’s environmental integrity. Through rendered site plans, stakeholder engagement, and public outreach coordination, the project balances conservation priorities with expanded community access — strengthening the Preserve as a destination for education, recreation, and responsible land stewardship.
